hi, i am trying to participate the HSK level 3. The question includes 3 sections right? Listening, Reading and Writing. Is speaking added now too?

You are correct that the standard HSK 3 test consists of three sections:
Listening (听力)
Reading (阅读)
Writing (书写)
Regarding the speaking section: It is separate. There is an independent HSK Speaking Test (HSKK) that is graded at Beginner, Intermediate, and Advanced levels. For HSK 3, you do not need to take a speaking test to get your HSK 3 certificate. The speaking test is optional and booked separately.
